All NC Facilities Exempt from US EPA NPDES DMR-QA Program

The NC WW/GW LC program appealed to the US EPA Clean Water Enforcement Branch, Water Protection Division last year for exemption from the NPDES DMR-QA Program. After a thorough review of the NC WW/GW LC program, it was deemed that the North Carolina Department of Environment and Natural Resources (NCDENR) proficiency testing program provides adequate quality assurance to replace EPA's DMR-QA study program. Therefore, effective immediately ALL NC dischargers; classified as both Major and Minor, are exempt from the DMR-QA Study Program. The NC WW/GW LC program received the good news on May 13, 2009. Upon follow-up on May 14, 2009, we were able to verify that EPA did not mail DMR-QA Study 29 data reporting packages to any NC facilities.
Your Lab MUST Analyze PT Samples to Satisfy NC Certification Requirements
PROFICIENCY TESTING REQUIREMENTS:
Under the NC WW/GW LC Rule 15A NCAC 2H .0800, laboratories must demonstrate proficiency for all certified parameters, for which a proficiency testing sample is available, each year and the graded results must be received in this office by October 31, 2009. Permittees will not be required to order DMR-QA Study PT samples. They may order water pollution (WP) PT samples and have the graded results reported directly to the NC WW/GW LC program. In addition, permittees will not be responsible for reporting data for their contract laboratories. If you have any questions, contact your auditor.

NOTE TO PERMITTEES:
If you have already ordered DMR-QA 29 PT samples
The DMR-QA PT samples are considered a suitable alternative to water pollution PT samples and will satisfy NC WW/GW LC program requirements. Simply report the results on the vendor’s forms only.
Laboratories are reminded; however, that the DMR PT package includes the regular level Total Residual Chlorine (TRC) PT. It is recommended that permittees order the low-level WP TRC PT to avoid introducing additional error by having to further dilute the prepared sample to fall within the curve range used to measure raw environmental samples. If you have already ordered the regular level PT, you may report it to satisfy our program requirements; however, it will have to be diluted to fall within the curve range used for daily sample analysis.
In addition, permittees do not have to report data for their contract laboratories. (The DMR study also eliminated this requirement.) The contract labs will analyze PTs for all certified parameters and have data reported directly to the NC WW/GW LC program just as the permitees should now do. |
